the membrane on HIV is really weak and senstiive, exposure to air and being outside of the human body for more than a couple minutes is usually does enough damage that it cant effectively infect another person. so theoretically it probably could if the mosquito bites someone with HIV then bites another person quickly after and regurgitates enough blood to get an adequate viral load but its not very likely to happen.

the plague is actually caused by bacteria, and some viruses are more hardy and stable than others so they can be transmitted readily through air or a mosquito's gut.

Because HIV is a virus, and can't live alone. It can only live in blood or blood products, not air, not saliva and not in mosquitos.
