Those details? Or some other details that I might have missed?

Okay, FYI the definition of diabetes IS high blood sugar.

Your dizziness is most likely due to hypertension or poor circulation.

Both diabetes (or high blood sugar... whatever you want to call it) are caused by lousy diet and poor exercise habits.

If you want to minimize or eliminate the symptoms, start walking about an hour a day, and learn all you can about nutrition. Here's a good start for you....

If you have a blood sugar that is reading consistently over 160 than you do have diabetes and the doctor is wrong or doesn't want to deal with it. I would try doing some home tests while fasting and also an hour after eating. If the readings come out high a couple of times you have diabetes and need to find a different doctor to take over your care.
You may be dizzy from the high blood sugar, that really makes you feel bad if it goes high too many times in a day. It could also be from times when it dips too low. You can't really be sure unless you are monitoring you blood sugar at home. I would do like diabetics have to do and cut out sugars and highly concentrated carbohydrates until you get this sorted out.

Depends on what tests he did . An A1C test is fairly certain if you are not taking any meds. You could be hypoglycemic (low blood sugar) rather than diabetic , but a blood test should have shown that . I would suggest a different Doctor , or maybe a referral to a specialist. Maybe a glucose tolerance test ? If you have reported your symtoms honestly to the Doctor its his job to decide what conditions fit those symptoms and do the required tests.

I think if I were you I would get a second opinion on weather you have diabetes or not. The dizziness is likely due to your heart misbehaving I had the same problem and with a good check up and some tests we found the problem and I have no more problem with it.

Diabetes is not the only disease which causes vertigo .
The list is quite long -
Anemia
high bllod pressure as well as low pressure
Low blood sugar level - hypoglycemia
High vagal tone.
Diseases of middle ear
difficiency of circulation in brain ,isvhemic strokes ,
Labrynthitis
Simple postural vertigo ,If continue go & get an checkup by physcian.

Well if youhadn't said you had high BP I might have suggested it be LOW BP. But as things go it could be vertigo, or some heady infection or simply tiredness

Sometimes blood pressure causes vertigo. Also does anxiety, migranes, and many more things. Unfortunately I am not a doctor you should take note of all your symptoms and tell your doctor.
