Neuro "Problem" caused by a Cardiac "Reason". The circulation (cardiac) to the brain is damaged, causing decreased circulation to the brain (neuro) & thus neuro deficits.
Strokes (CVA: cerebral vascular accident) (note the very name has both "cerebral"/brain and "vascular"/circulatory/cardiac) is (in laymans terms) a block or rupure of a blood vessel supplying the brain.

It's when a blood clot blocks an artery and disrupts flow of blood to the brain. So more neuro than cardiac, but I guess circulatory?

Can be both, usually a cardio and a neuro are on consult because of the neurological damage a stroke can cause. Even mild damage can take a year or more to resolve, and he should be on light physical therapy as soon as doctors think it's safe (probably at a rehab facility).

Stokes are CAUSED by a vascular problem (plaques on the arteries), but when they break off and occlude (block) blood flow in an artery to the brain the nearby neurons die (and can't grow back) which will RESULT in loss of neural function.
So prevention is aimed at the usual cardiovascular risk factors- bmi, blood pressure, cholesterol, exercise, etc, but therapy after a stroke is working to regain neural function.

Strokes are caused by lack of oxygen. It can be both. If you get a seizure a stroke can occur. Extreme low blood pressure which would be cardiac by your definition would also cause a stroke.

It's both really. You can have neurological symptoms as a result of the stroke, but the stroke can be caused by a blood clot which is cardio related.

it is technically a vascular problem... bcos the initiating problem is atherosclerosis, which is a lipid plaque blocking the vessels in the brain. this causes reduced "food" supply to the brain tissue supplied by that vessel. this vascular problem is also the cause for coronary heart disease.

hes not breaking any laws staying near home . ( me personally i dont go anywhere i cant walk BACK from but thats a long story ) . hes probably getting PANIC attacks ( OUTDOOR ones ) . one thing that was causing MINE ( and OTHER stuff ) : rotten teeth poison. and at HIS age he probably has some . *** I ** got rid of ALL mine ( at MY age i why NOT ? ) . he might consider THAT . :)
