Every time I eat very salty foods or drink soda, I get congestion in my chest and I cough up flem.

you might be experiencing 3rd spacing; when the fluid and Na (salt) is absorbed from the intravascular space (veins) into the interstitual space which is your tissues. Need to see cardiac / pulmonary MD. Could develop CHF at a later time in life or right sided heart failure; not something to play with.

if you've been eating a lot a lot a lot of salt lately your tongue could just be raw. Though I don't know much about dehydration, it's possible. If it doesn't go away soon and is stopping you from your normal activities then call a doctor or dentist.

Do you also get heartburn?

Could be acid reflux which also causes coughing.

See your doctor.
