Natural cocoa is the seed of the fruit of the cocoa tree, so in it's natural state it is plant based, and OK for a vegan, but doesn't taste so good. BUT processed chocolate often has milk, whey or other animal based additives, and inexpensive chocolate, like candy bars, also has chemical additives. If you were a vegan, or a vegetarian for health reasons, you would have to really check into ingredients of various chocolates. This is why most vegans stick to carob, which requires less processing to taste good.

Bartmoo is correct. Cocoa is a seed from the Cocao tree. I also wanted to add that you can get raw cocoa but it is hard to get. Tell your friend they were wrong.

Chocolate is made from cocoa beans, so maybe your friend thought because there are beans involved, it's a veggie. So, logically, coffee would also be a veggie. And peanuts are technically beans, right? hey.......this is getting interesting! lol

There are plants that smell just like chocolate:
The Chocolate Vine (Akebia quinata)
Chocolate Cosmos (Cosmos atrosanguineus)
Chocolate Scented Daisy (Belandiera lyrata)
Chocolate Mint (Metha piperita)
Then there is the Black Sapote fruit also known as "Chocolate Pudding Fruit". Tastes exactly like sweet chocolate, so much that chocky lovers can't tell the difference. Use in cooking or cake baking. You can make chocolate mousse with it. Apparently it is excellent. I myself have never had it. So there you are!

It's a joke, son. Besides, milk is not a health food, so the essay gets that wrong.
And it's fairly easy for me to find vegan chocolate, but I have to go to a specialty shop or a natural foods store. I try to keep a stash of chocolate in fairly easy reach at all times.
