What are the risks involved with a Chef (who is HIV+) working with food, is this appropriate / safe? Considering how easy it is for anyone using knives to cut themselves.

HIV + is contagious, in the sense it will go from one person to another through blood transfusions, bodily fluids, sexual contact, sharing needles for drug use, and several other means. Casual contact like "shaking hands" or "hugging" won't get you infected.

HIV + patients will not only be unable to work, but will also require significant medical care. Though thee is no definete danger of spreading to others, excepting by unprotected sex, it is better to avoid engaging them for works involved in Kitchen etc. Instead of employing him for such job, please help him monetarily which will take care of medical expenses-

Yes, he /she is quite safe. There is no realistic risk. HIV is not passed on through food, except occasionally through breast milk. Even then it's not that common.
