All flour is raw. Whole wheat flour specifically still retains the wheat germ. The wheat germ has been removed from "white" flours to give them a longer shelf life. There is, however, a White Whole Wheat flour available from King Arthur that is a whole wheat like any other but is naturally white in color and can be used for regular baking.

My understanding of Whole Wheat Flour [the product that you buy in the grocery store by that name] is: It is a mixture of White Flour & Wheat Germ....

The only way that you get trully Whole Wheat Flour is to grind the Wheat Berries yourself.

The problem commercialy is that Wheat Germ spoils fairly quickly and the shelf life is not very long.

Oh! as others have said all flour is Raw. some flours are processed more than other... or ground finer.

yes, other then milling not much else has been done.
