Yes, CO2 is a by product of breathing. To reduce the CO2 quickly, you will need two things. 1. To be able to breathe rapidly and 2. Good gas exchange between the blood and lungs.
If you are asking for someone with COPD the best thing is to get them to the hospital and get them on BiPap. This will help them take bigger breaths and let the gases exchange better.
By the way...breathing slower will build up CO2.

exercise not only raises levels of oxygen in the bloodstream, it lowers the levels of co2. go for a walk.
