If it's just called "veggie snacks" it doesn't say it's vegetarian.

Exactly what product do you speak of?

There's really no mandate what goes into a vegetarian-labeled food or not, there could even be animal-based broth in it. You basically rely on the honor code of the company. You can try writing to the company to get them to change the label and telling them it is misleading, but otherwise, not much else you can do.

I had an incident this past week where I bought something labeled vegetarian from an asian food store, it was a ready-made stir-fry, and it didn't even have seafood on the ingredients list - when I ate a little though I saw there were little tiny shrimp in it, like salad shrimp. Needless to say I won't rely on their deli's stirfry anymore...

I assume you are in the US-there are no federal mandates for labeling foods vegetarian or vegan. Some products have a label from nonprofit organizations that guarantees no animal products, but a lot of big companies just make up their own-and make up their own rules as to what foods qualify.
Learn to read labels before purchase to protect yourself.

Since there are arguments even among vegetarians about what comprises what (ove, oveo lacto, ovo lacto, pesco blah blah blah..etc) , can you blame others for not subscribing to the "strict definition" of what is a vegetarian?

many people include Fish as a part of a vegetarian diet. I'm on meals on wheels and a normal vegetarian diet includes fish. Dont' ask me why - I don't know. I told them no fish..
