Numbness can be caused by many things other than diabetes or arthritis. Without an accurate diagnosis, you could be ignoring a very treatable problem and end up with a permanent disability.
Does your town have a health department that will screen for diabetes? It's a very simple blood test - in fact you can buy an at home A1C test for about $25. But if your results are high (about 7.0), then you have no choice but to see a doctor for diagnosis, treatment and care.
This is the problem with health care in the states - I pay a fortune for my coverage and there are so many people like yourself that just can't pony up and extra $500+/month. Yet, if you ignore your symptoms, you will end up in the hospital with bigger bills that you can't pay.
I hate to lecture you, but if you have a serious health problem, and I'm not saying you do - cause I can't diagnose you over the internet , then doctors can help. If you get help, you can save your life.
Forget about herbal remedies - you don't have a diagnosis. What might be advantageous to one condition, could be lethal for another.
If you don't qualify for public assistance then you will just have to find the $100 or however much it is to go to see a doctor. Your symptoms are serious enough that you need to go. If you can get another parttime job to earn this cash, do it. Shovel driveways, hang Xmas lights for people, just get the money and please go see a doc.

Do you have any other of the symptoms of diabetes. Frequent peeing, excessive thirst, sluggish and tired after meals, blurry vision, constant hunger. If not it is unlikely to be diabetes. Because this seems focused on bedtime, might you be sleeping on your hand or arm. Arthritis is more joint than muscle or nerves, is it your ;thumb or the joint on your thumb. How much work do you do with your hands, Carpal(sp) tunnel feels like arthritis. As you can see, I can come up with many possibilities, without even trying. There are problems that if not taken care of could leave you with serious disabilities. Think of losing use of your hand, then come up with the funds to see a doctor.

Hi....hopefully his blood pressure is under control. Do you know this? Is he on medication and is it working? Do you have a blood pressure machine at home so you can check it without going to the doctor? This is #1 to check first! Hopefully the arthritis is being treated as well. Now the headaches! A terrible thing would be if they are being caused by high blood pressure. This could be life or death. Otherwise, one of the symptoms of true migraine headaches is vomiting. Light and noise aggravates them. There is special medicines that only your doctor can prescribe that will help true migraines. Please, please make an appointment soon so see your MD. The headaches and BP worry me. I am an RN
