My Boston terrier is 12 years old and has very labored breathing with little exertion and can't tolerate being overheated at all. He even has trouble swallowing. The vet said he has a possible collapsed vocal cord. Any help for that?

It does sound like one of his vocal cords has become paralyzed in the "paramedian" position and is unable to close all the way (hence the swallowing problem) or open all the way (hence the breathing problems with exertion).
In a dog, nothing can be done, really, except lifestyle changes like limiting the length and speed of his walks. If you aren't giving him wet food, it's time to switch, because soft food is easier to swallow than either dry alone or dry moistened with water.
If the quality of his bark has changed, then it IS his vocal cord. Soft palate problems do not manifest this way.
