HIV is definitely spead by blood to blood transmission (as is Hepatitis C). If your girlfriend has HIV and both of your lips are bleeding then yes you can acquire it. It is also transmitted sexually so I hope you are using protection if she has HIV. (Hepatitis C is not transmitted sexually unless a blood to blood exchange is involved). To make the broad statement though that HIV can be spread through kissing I do not believe to be true. HIV does die when it hits the air. Hepatitis C does not.

It's a little puzzling that your girlfriend seems worried about getting HIV through kissing, and does not seem to be worried about getting HIV or something else through sex. Have you had a conversation about this? Even though she refuses or chooses not to give kisses during sex, is she comfortable with kissing you at other times? Perhaps one of you may have chapped or split lips, cold sores, or even bad breath. But you will not know how she feels or what she is thinking unless you ask her, and let her know that you are eager to hear her perspective.
Although safer sex is not 100 percent safe, which is why it is called safer sex and not "safe" sex, using a condom or dam consistently and correctly helps protect against most sexually transmitted infections (STIs), including HIV/AIDS. yes there is a chance of getting aids from your girlfriend if you have an open cut while kissing. but aids cant survive in the air .

Does she have AIDS? If not, then you have a 0% chance of getting it from her.
If she does have AIDS and you both have open wounds that touch each other, then there's a small possibility.
