No but a child can get strep from a dog who has a high level of the strep bacteria. Most dogs carry strep, some have higher levels. If a child gets chornic strep their dog should be tested and treated with antibiotics to lower the level the dog has. A cat cannot give anything but worms/parasites to a child and even that is tough to pass on.

A cat's upper respiratory infection is not strep, so a child couldn't contract strep from it.
Having said that, I was very prone to strep when younger. And my first husband could actually carry it but never get it.
Many times he would be around someone with strep and then a few days later I would come down with it, even though I was never directly exposed and he never got it.
Strep sucks, just make sure that the antibiotics are taken 100% until finished as strep can attack your internal organs.

No, it can't cross over species unless it's a virus, and since an infection is a bacterial problem, not a virus, it's not possible.

unlikely, but if the child is allergic to the cat, that can reduce his resistance to infections that are present.

Not unless the child was kissing the cat.....so no, they must have gotten it elsewhere.
