Sounds like a yeast infection, for a guy it's called Jock-itch. This can be treated with anti-yeast creams, such as Vagisil. Keep your area dry and clean and apply the stuff about three times a day for about a week.
In the future, continue to keep your area clean and dry and wear cotton briefs that are not too tight. this will help you to avoid getting the itch again.

Sounds like the toe jam has turned into crutch rot.

Tip 1. Don't scratch or rub it, this will make it worse.

Get some type of soothing cream or ointment with anti bacterial. Wash and make sure the area is completely dry before applying. This will stop the itching and will help it heal at bit faster. When the area is no longer red or weeping then ask your chemist/druggist for some 'jock itch' treatment. This might be a liquid, cream, powder or spray. Almost all of them will work.

Tip 2. If you have athletes foot or tinea, wash your hands after touching your feet, socks or shoes before you handle your genitals. This includes before you go to the toilet.

Get whoever does your washing to get some anti-fungal treatment to add to the rinse cycle when washing clothes.

Tip 3. No monkey business down there until the redness and weeping goes away as the stretching of the skin makes the problem worse or harder to get rid of.

hm.... well

#1. there is a cream for women, but some men use it, called
udderly smooth.... relieves rashes, and makes skin smoother, but it probably wont matter down there....
#2. Um.. take a 1 hour bath with salts and baking soda, do not get shampoo or hand soap in water, because this irritates this area. Baking soda is used for chicken pox, relives rash and itching.
#3. After you scratch for a while, skin becomes raw, so put Witch Hazel on a face cloth, and put that down there after you get out of the tub.

-#2 is best remedy-
make sure you tell your father, because this could be heriditory.

For now, wear loose boxers/breifs, so area is not affected
-Stay away from vagisil... it is intended for women, it wont do any harm, just it is intended for a vagina...
