Pulmonary test is a test in which your inhaling and exhaling capability is measured. The nebulizer opens the respiratory track TEMPORARILY. As a result, after taking the treatment if you take up the test, you will get an OK report. I will definitely advise not to do so.

I don't know if it would help you cheat the test. I also don't know why you would want to. The test should help the doctors help you with any breathing problems you have. Don't you want that?

No (it didn't help me "cheat"--but I wasn't trying to!). Why on earth would you want to cheat? I have to assume some type of benefit?
