Practically anything will raise blood sugar, even pure proteinand pure fat cause an insulin response and an orange derives almost all of its calories from carbs and not complex carbs, sugar, a disaccharide (fructose) which raises it slowly but still significantly.

Yes it can but that does not mean you shoud stop eating oranges.Eating orange fruit is much better than drinking orange juice.You have to eat fruits and vegetables.
