I'm confused.... a type two should not have hypoglycemic episodes unless they're on a sulfonylurea drug or taking insulin. In either case, the low sugar episodes would seem to indicate taking too much medication. I can go all day without a meal and never come close to having a hypoglycemic episode. Perhaps your sister should take a closer look at diet and exercise as a remedy for her diabetic issues instead of overmedicating. Depending on what medications your sister is taking, type two's generally do not suffer from hypoglycemia. However, there are a few medications (Byetta) and a couple others that can cause her blood sugar to go a bit low.
If your sister needs prepared snacks, I would chose one with some carbohydrates and protein to keep her sugar up for awhile until she can have a meal. Crackers and peanut butter or cheese is available prepackaged and this would be a great snack. If she just needs a quick fix, I carry Starbursts. They are individually wrapped and taste better than glucose tabs. They are a pain to unwrap, so you don't eat to many. One starburst will raise my blood sugar about 10 points.

There are glucose preparations designed specifically for diabetics. They come in tablets - like lifesavers or a gel and fit easily into a purse or pocket.
But those are for emergencies. Those little pretzel and cheese packets, or energy bars or beef jerky can help keep her bg more normal.

I'm type 1 and I try to keep glucose tablets or gel with me. If I'm going on long trips I like to keep peanut butter crackers. Something sweet will bring her up quicker, but something with protein will make sure she stays in a good range and not spike then go back down. So, I take 3 tablets first, then have and 15-20 carb snack that will stay with me. I don't know why people think diabetics don't go low. It happens.
