Its always hard to say "I love you" for the first time. It doesn't have to be super romantic, or classy. just something, somewhere they'll always remember it. Not over the phone or on the internet. Hold them close, and look them in the eye. Not in a staring way, but in a way that says "I care about you". Maybe tuck a strand of hair behind their ear, or stroke the side of there head lightly. Whisper the words "I love you" but loud enough to where they can hear. before they have time to answer hug them in a snug, but not to tight embrace.
If your not currently dating this person then find them when there alone, away from friends, or other people. Start talking to them about a delima you have. they'll ask what it is, you'll say "I love a certain person so much, but they don't have the slightest idea." look at them and test their reaction. if they get shy or a confused look, then they think your talking about them and you can take the next step. if they look un bothered by your remark keep slowly easing in the hints untill it dawns on them that it could be them your talking about. Not matter what they'll ask "Who is it?" and they wont bother you till you tell them. But don't say anything. After letting them hang for a few moments hug them not in a friend-friend hug. But a "I like you hug". Make it more passionate then a normal hug. Let your actions speak for you if your not dating yet. Those three words can scare people off.

If it is said in short ,it will rob the romanticism
out of it.So, if you want your love to succeed
you've to say it "in long".And for this I would recommend a book titled "Cyrano de Bergerac"
by Edmond Rostand and translated by Brian
Hooker.You can wax eloquent to your heart's

Show your love.. Nothing needs to be said. Love is an action, not just a way to describe something. Show the person you love just how you love them.. Means more in the long run!

It's always a good idea to make sure your actions say it for you first, then verbalize it. Because if you are walking around being a jerk and blurt out "I love you" doubt it's going to have the fairy tale reception you've been dreaming of.
