Only PS3 games are region free, but PS1/2 games and movies aren't. You won't be able to play NTSC J (Japan) PS2 games on NTSC U/C (US) PS3. I own US PS3 in Europe, european PS3 games run fine, as for european PS2 games - they don't work.

Yes.
There is no region coding for PS3 games, however PS2 games on the PS3 are region locked as well as DVD/Bluray playback.
"The PlayStation 3 does not enforce regional lockout on games developed for the platform itself, however backward compatibility modes are region locked. Blu-ray Disc and DVD region codes are also enforced.[5]"
