My brother looks very very young he can pass and has passed for 18. Would it be different if he did not look so young? He is also on the smaller side. He is 5'6" 135lbs. I want to know how others think to make my decision on how I feel about this. I wish you could see a picture of him he looks so young.

Because everyone is legal age I think it's okay. On the other hand your brother might like been with a younger woman. Hey, everyone is doing it now a day

I think it's ok. she is legal.. Women are usually more mature at a certain age before us guys are..
He looks 18 so it's a plus
