It is widely considered that the Old Testament canon was established at the Great Synagogue at roughly 420 BC. It was compiled by Nehemiah.
In the Hebrew Bible, Ezra and Nehemiah are considered to be 1 book and it was separated at the Council of Carthage in 390 AD.
So to answer your question it would be Ezra/Nehemiah and since Nehemiah was written after Ezra it would be Nehemiah.
