I like to ask white girl out since I was a kid. I think they are very pretty. Especially Blond Hair girl, they are really turn me on. Because I was'nt born in US, that made my accent not like native speaker. I dont know to say when I around them. I afraid they think me a small skinny asian guy and my accent make me stand out as a foreigner.

Well - the trouble is that you are sounding quite superficial and expecting an unusual set of circumstances ...
You particularly want to go out with a caucasian girl with blonde hair (and completely putting aside the fact that blonde hair colouring can come out of a bottle these days) but you are exceptionally self-conscious of your asian appearance and speech patterns.
My suggestions are that you start to learn to appreciate people for who they are inside rather than their skin colour or hair colour (or eye colour).
It's okay for you to be attracted to people who look a certain way - everyone has their preferences.
The major problem here will be that you seem to find your own appearance unappealing. You will have poor confidence in your approach if you go about things this way.
You should learn to take pride in your past, your heritage, your culture (it's been around longer than America, Canada or white Australia). If you learn to love things about yourself more and see your good points you may develop more confidence in approaching other people. Once you see yourself as a good human being with good things to contribute, then you can happily approach others.
THEN you should just go and meet people - say hello - tell them that you're doing such and such ... would they like to come along?

be yourself, know what you want. If you want white girl go for it. My mo-to is that it doesn't hurt to ask, all they can say is NO right? Don't worry about your accent, at least you have an excused. What about some people that were born here in the United States that can't speak English and some can't read or write

If you think of yourself as a foreigner, they that is what you will be to those around you, even the girl that your asking out.
Don't worry about that so much and just ask her out. See if she would like to grab some coffee or ice cream. You would be surprised how many people enjoy talking to people from different countries. To them their lives are much more interesting than their own.

haha, deep breath, smile, and talk to her as you would anyother girl, whether she was asian, black or green... haha, just kidding... ok friend, to tell you the truth, race doesn't really make that much of a difference, like, i have had crushes on black, portugese, asian, native american, french, latino ..... my honest opinion says that guys of a different race are much cooler. what better way to get to know something about a different culture!?! i would much rather date a guy of racial difference from me ( haha, funny as it sounds, i am white and blonde... haha) than i would date a white guy... sadly ethnic diversity is hard to come by in my school, i live in a small town, and we only have 83 kids in high school, including one black boy, one latino, and a native american... very sad.
