Totall b.s. If it were real...
1) It would be taught to all our elite military special forces. It's not.
2) People would be using it in mixed martial art competitions like the UFC.
3) It wouldn't have this big aura of mystique around it. When stuff sounds too amazing to be true, guess what?
You can certainly strike someone and kill them, if you hit them with enough force just the right way, but you can't just lightly touch a person and cause them to die.
I defy anyone to prove to me this death touch crapola is real. I will gladly volunteer and let you try it.

There's a lot of bs from the Eastern martial arts. The world has yet to see any decent proof of it
