Don't date until you are 16. There are good reasons for this.

well first give him your # as long as u kno him from school or something then call him and hang out with him then get to know him better theirs no reason u can't b friends until ur parents decide u can date and even if u started to date without ur parents knowing when they find out their would b a little drama but ur parents would c that u were mature to handle the situation but I would try the first idea befor the second one. You invite him and his parents over to your house and the two of you sit down with your respective parents and discuss the matter. Let your parents make the call on if it will work or not. Maybe they would consent to having him join you when you and your parents go out to dinner, or to an event, sometime. This way it's not really like a "date". It's more like bringing along a friend.... a male friend that you "like".
If I were you dad, I'd be cool with this scenerio.

well how old r u ? well what you should do is tell him that "u kno what i am not allowed to date yet but if it's OK with u i would just like to be best- friends with u is that OK?" or u could lie to your parent go out with him and dont Say any thing to your mom and dad. but if i was u i would say that no i just want to be be friends.
