The only way that someone would receive a refund without having tax withheld is with refundable credits. Both refundable credits (Additional Child Tax Credit and the Earned Income Credit) require "Earned Income". Earned Income is wages or self-employment.

So, to answer you question directly: No you can not receive a refund this year if you did not get paid for work.

The tax return for 2006 was due April 15, 2007, so you are probably talking about the "2007" tax return.
If you didn't work or have any 1099's you don't have to file. But make sure you wait to make sure you don't have any 1099 or w-2 sent to you.

If you didn't have income, then you have nothing to file on and nothing to gain by filing. You can't get credits like the child tax credit or earned income credit or education credits unless you had income.
