He saw an angel all angels are sons of God according to Job 1:6 and 2:1 , also all the sons of God almighty are gods according to Psalms 82:6.
they are representative of the almighity One.

They supposedly saw part of him, but not his FULL esscense.
It is sort of like if I showed you my foot.. Technically, you could say you saw me, but did you see my full self? No, you did not.
(I know, silly parable. But I think you get what I mean.)
So, to sum it up: They saw god, but not god in his full attributes.
