Normally paint is not a conductor. Ask and welder on a ship who has to chip the paint away to get a good ground lead connection or to strike an arc.

There is special paint with a high silver content that is used for printed circuit repair.

Most paints don't conduct electricty very well at all ..however non are considered a true insulator....as the voltage increases even the best paint will fail...from the E...
