No, they are not ivory, nor are they horns.
The antlers are a horn-like appendage but do not have the covering of Keratin that is found on true horns (like those of a Buffalo). The "velvet" that covers the antler early in the year is actually skin with lots of blood vessels in it that nourish the bone as it grows. Once the velvet is worn off the bone dies and what is left is the antler. Antlers are shed late in the year, after mating season.

No, the antlers are not Ivory. You are probably hearing about the "Ivory tips" on the mature bulls. The bull will polish the tips of his antlers by rubbing them to attract cows during the rut. They do however have canine teeth that are ivory.

Blimey, you can't even poach good ivory off a three-legged grand piano any more.
Ivory comes from tusks, not horns or antlers, and thus are exclusive to elephant, walrus, boar, and giant mongolian possum.
