The INS no longer exists. The agency formerly known as the INS has been picked up by the Department of Homeland Security and is now known as the United States Citizenship and Immigration Services or USCIS. As their name implies, they deal with issues related to citizenship and immigration. Here's their website: http://www.uscis.gov/portal/site/uscis

The IRS is the Internal Revenue Service. They are part of the Department of the Treasury and are responsible for administration of the US Tax Code including collecting of taxes, refunding overpayments, and enforcing the tax laws passed by Congress. Here's their website: http://www.irs.gov

So, they are two totally separate agencies that belong to different Cabinet-level departments within the US government. There is information flow between them to be sure but they enforce very different laws and deal with entirely different issues.

Probably the only characteristic that they share is that they both strike fear into the hearts of scofflaws -- illegal aliens with the USCIS and tax cheats with the IRS.
