Is she dehydrated? A lot of people are, she does need to have any excess moisture kept locked in.
As a base to other ointments petroleum is needed and there are many effective luxury herbal ointments which use them. Nelsons use soft parafin, whilst including honey and calendula. Honey has lots of healing properties.
Aloe Vera gel also helps minor skin irritations.
I would think it must need to have some type of oil base such as palm oil etc... The most natural the better, Nelsons costs a bit for small amounts look up other makes.
I use Boots botanics range with things like ginseng and ginger and honey in them. VG

I don't know why this is so either! I swear by vaseline. My mother is 48 and has not one wrinkle on her face. To some it may clog pores, but also I've told that the gentler the products the better (i.e. baby products). In the summer I like baby oil, in the winter I switch to vaseline.

You are absolutely right. The molecular structure of mineral oil is too large to be absorbed by the skin. It actually blocks hydration. You should look for something more natural that will be quickly absorbed into the skin.

I've heard that the petroleum based are more drying. Lanolin oil based is better.

Its a money making scam you use there cream and it drys out your skin what do you do?
You buy more of there product without actually curing the problem.
So my advice its to either use body shop coco butter its natural and no repercussions.
