Well, first of all, stick with edible treats! Most mementos will be left by some of your guests, or tossed in the back of their closet to be eventually thrown away! Not because they don't care about you of course, but because that's just how it is. Food will be enjoyed by all and give them a sweet treat to munch on later or the next day. THey will love it!
My favors are tulle circles filled with different shades of blue M&M's (my colors), tied with a ribbon, with an interlocking double heart charm hanging from it (my theme). It is very inexpensive, takes just a little bit of time to put together, and is very elegant!
200 tulle circles at Walmart: about $15
200 charms at Michael's: about $15
Ribbon: no more than $10
Candy: anything you want to put in it! And the price depends on the type and brand of candy!

Maybe even Hershey's Hugs and Kisses put on there "Hugs and Kisses from the "last name"
Or if you have a themed wedding try to stay with that. You should google "wedding favors" see what that pulls up and try to stick w/ an idea.
I will note that not very many people took our wedding favors leaving us with a ton of them so I wouldn't plan for all 200 guests since quite a few people leave before the reception anyway. (I swear ya put all that time into planning and people just don't appreciate it anymore LOL)

My friend got married in Feb. At the last minute (night before wedding) they decided to make magnets. The bought business cards, sheets of sticky magnets and used the computer. The magnet had a photo of them and their wedding date on them. I thought they were cool and something you would actually keep. Cost them about $10 for 100.

We had a variety of things at our wedding for favors - one of our major things was kids bags we gave out for the young ones. Both of us love children, and my entire family has tons of children (all six cousins by my one aunt were IN the wedding), so special presents for the kids were important to us. We gave them out BEFORE the ceremony, to keep them occupied.
I stocked up at Party City during Valentines, since I didn't have that much of a budget. We had mini-slinkies, slider puzzles, feather pencils, mini coloring books and crayons, various stickers, temporary tattoos... all heart/love themed. I found some ADORABLE bride/groom paper bags on oriental trading company. It kept all the children happy and quiet through the entire ceremony, and through the reception as well.
We also had two pinatas I ordered from Oriental Trading Company at the reception - one for adults, and one for the kids. That was a big hit with everyone.
For adult favors, we had bride/groom outfit-shaped boxes filled with our favorite kinds of jelly belly jelly beans. We're just big kids, so it made sense.

We had our photos taken with each of the guests, and gave them a photo frame - which can also double for the place settings, or give everyone a small photo frame that is used for the table setting, and when you send them your photo and thank you card, they can put your photo in it!

For my sisters wedding we did little note cards that had there names and the wedding date and it said "Lucky in Love". On the inside was a scratch off lottery ticket. (These could also be used as name cards).
our second choice was a votive candle with a couple wooden matches tied in a ribbon with a card that had names, dates and it said "A perfect match" (We decided we had too many kids there to have matches sitting around).
our third choice was heart shaped cookie cutter with a recipe card with a sugar cookie recipe on one side and the names, dates and "cut out for each other" on the other side.
