i was arrested and charged , bail granted and a hearing date scheduled, then the charges were dropped can they reopen the charges and arrest me again and have me charged and reschedule the hearing for the alleged offence

They usually add new charges or have new evidence

As long as you didn't go to trial....there is no 'Double Jeopardy' if that's what you want to know. Most of the times the DA will tell the police they don't have enough evidence to take you to trial...so they drop the charges. Now once they get more evidence to convict you...they charge you again and arrest you. Your best bet would have been to ask for a 'Speedy Trail' when they first arrested you. Once it went to trial, they would have acquitted you...then you could not be arrested for the same crime.

It's up to the DA's office, not the police. Yes, you can be rearrested for the same offense if you are never tried.

Depends on whether they were dismissed or as you say dropped, if they were dismissed with prejudice then they cannot be refiled if not yes.
