Question I saw a parking sign that read passenger loading only
does that mean I cant unload my passenger there? I can Only
load my passenger at this sign?

It means that at that particular sign location, you cannot stop or park the vehicle EXCEPT to load or unload a passenger.
In most cases, that means, something like, a five minute limit, AND, the driver is not allowed to leave the car unnattended.
It MAY not mean that at other, nearby locations, you cannot unload passengers, or otherwise park. Those locations MAY or may not have other parking restrictions. The "passenger loading" sign only applies to that, specific location.
In California, such signs are supplemented by white, painted curbs.

Yes, you can load or unload a passanger there.
