You have a few answers here that is true, and some informative, but I want to elaborate a moment :
No, the Lord didn't cause it, He did however ALLOW it. The Lord USES the attributes of Satan, with a Wisdom we have not an inclining . It all has to do with the " Revealing ". All fallen angels have a certain attribute, like Lying, Stealing, Sexual Impurities, Hate, Murder, ect..ect...ect... And they reveal themselves through US !
It is OUR duty to seek out all this evil, and through the Holy Spirits anointing, destroy ! Cast out ! Bind up ! Cause to be dis-functional ! Usher in the Day of the Lord !!!

The KEY to most concepts is found in the basic understanding of God. All the whys refer back to the "CONCEPT" you have about God. Without a SOLID foundation how can one build ?
So we will be dealing with some areas preachers and teachers don't go. But first , Let's deal with a BASIC rationalization.........( forthcoming ).
Since all things came from God, then the devil himself also came from God. When Darkness ( chaos, confusion, etc...) was upon the face ( God ) of the deep, God separated the things inside Him. The most outstanding darkness is known to us as the devil. The outstanding Light is known to us as Jesus.
All the good in the world comes from Jesus.
All the bad in the world came from the devil.
SEPARATION ! All was manifest in the spiritual realm, and is being manifested in the natural realm. This separation process has been going on in the natural realm since the revealing of Satan, so all can see and judge.
Romans 1:20 says : For the invisible things of Him from the creation of the world are clearly seen, being understood by the things that are made, even His eternal power and Godhead; so they are without excuse.
This same separation is what is expected of Christians. We are to do introspection constantly, dividing the good from the evil. The darkness from the light. Replacing ignorance with understanding. We are to REVEAL what is in us, and judge. That righteous judgement is given to us by the Word .

The phrase "act of God" really has nothing to do with a natural disaster.
Man's mistreatment of the earth by pollution and global warming can be one of the biggest contributors to today's "natural" disasters.
"with evil God cannot be tried" as scripture says.
God is not to blame for disasters, the taking of children or any persons actually. All fall short of the glory of God and the wages sin pays is death. Satan is to blame for the wickedness and atrocities we see in the world today not God.
EDIT:
The quote from Job used in the answer above about the "lord giveth and the lord taketh away" was actually something Job said THINKING it was God that was causing all the tribulations he faced. However, if we continue to read within the book of Job, God sets him straight. In the earlier parts of Job we read that it was Satan that was causing the tributions.

The angel of destruction was sent to several places during WWII. He ended up going only to four. London, Dresdan, Nagasaki and Hiroshima. The other cities were spared due to the desperate prayers of the people.

God either allows something to happen or makes it to happen...
you also reap what you sow...
and yes if its your appointed time to die you WILL die
it maybe in your sleep(amen) or it maybe by a bullet
or a tornado...doesn't matter...
what matters is are you ready to die today? if not
you might want to rethink things and get right with God
while you can..
