You could try posting this is the law enforcement section. Just because you got one kind of answer from your local police department doesn't mean that there's nothing else that could be said on the subject. I'd post this over there and see what others have to say. At the very least, maybe you could get some advice on how best to document the harassment and how to protect yourself without breaking the law. You should be advised of what your rights are. You know, you could also talk to the police chief in your city or talk to an attorney.
