One explanation that I heard is as follows:
Some christian theologans believe that God wanted his creation to genuinely and freely love and worship him.
In order to do this he could not create them like robots who are programmed to worship and obey him. Hence he had to give this created beings a free will.
The consequence of this is that he created a situation where there was the possibility that his creations would rebel against him.
Think about it. If I could brain wash or program a woman to respond to me in a loving way, then it would not be genuine love. This kind of love has no value whatsoever. It's boring. I could get ride of her and program another at will. But I would never really be satisfied.
If she of her own will came to love me, that relationship takes on a new meaning and value. The difference is that she could eventually leave. However, the experience would be more rewarding.
This was the situation God needed to create in order get genuine devotion.
The issue is the situation and not lucifer himself. Under this situation if lucifer had not been created someone else would probably have rebelled.
In the grand scheme of things we can't say as yet whether the creation was a failure. At least not as yet.

Having the power to know something doesn't automatically mean that power is used all the time.
Satan was not created, God created the the individual who later chose to become a liar and a deceiver (the meaning of Satan and Devil).
No one knows when God created the spiritual creatures that we refer to as angels.
Satan as one of God's creatures was assigned the task of monitoring and assisting God's human and earthly creation.
At some point he became envious of the love and worship that God was getting and at that point he chose to make himself a Satan.
Our God, for all the bad attributed to Him by some, still, actually lets us make our own choices and mistakes. Us being all and any of His creation.
Just as your father wants you to love him because he is your father and not because your forced to love him or he'll starve you or whatever. God wants the same. He gives us good whether we believe in Him or not. And yes, He is a God of justice and we have to be corrected from time to time, just as our earthly fathers had to correct us.

God created everything, and each living thing with free will of their own. Lucifer decided on his own, to go wrong and be thrown out. He was using his free will.

The Christian/Jewish God did not create whom they call Satan. Satan was created by a greater God who created them both. Jewish/Christian God and Satan are not really separate, they are 2 aspects of the same being (2 sides of the same coin). That being is the greater God.
