Masturbating isn't something you need to do penance for.
I suggest whoever it is who told it was a sin, they should do penance.

If god hadn't meant for you to masturbate, he would not have given us all the urges that drive us to masturbate. 'Penance' was invented by man, just like 'sin' was. As you attain wisdom, you'll come to realize this.
