Are you asking this because you are concerned he has been abused? Physical signs of abuse may not hang around long, but the psychological scars are of longer duration. Your toddler won't be able to give you a good answer.
From the limited information you provide, I doubt that an evaluation by the Child Abuse Team at your children's hospital would be helpful. But in the future you need to ensure he is under the care of very trustworthy persons.
Fear of strangers may also be a normal reaction. Gradually expose your toddler to older boys while he is under your close supervision.

Toddler girl or boy? My daughter started this fear of older boys/men (teenager and up) around the age of 3. She is now 5 and still this way. We have a zillion (ok 21) nieces and nephews...some are teens and adults...and she's fine with them. But swimming lessons, school, friends houses, she's terrified for no apparent reason. We've asked her - without putting ideas into her head - if something happened and she has repeatedly told us no. We've said "but he's the same age as your cousin" and she just tells us she likes her cousin but not "that boy". I can't explain it, it's just the way she is, I guess. If you come up with a solution to this, please, for the love of all things holy, tell me! Swimming lessons were a nightmare because most of the teachers were boys. She LOVES to swim, but refuses to get into the water when a boy teacher is around. Same thing happens at a lot of places where teen/adult males are present.

This is probably nothing but what I hope is that you are not blind to what this could be. This may be a red flag of something that could have happened to him. Has he been around older boys? Maybe there was one that was mean to him some time or in a far fetched scenario could it be possible that he was alone with one that could have molested him? I would ask your son if he is old enough "why are you so scared?" Investigate.

It's possible that your child had a bad experience with an old child. I'm not suggesting molestation or anything, I'm just saying.... perhaps at the playground your child was knocked over, or yelled at?
My toddler son is afraid of men without beards.... I don't know why, but he only likes guys who have facial hair. See..? Kids are strange, and have fears for weird reasons :)

That is relatively normal. Older kids can b intimidating. Teach him/her they are OK. Find a not so spastic older bay and ask him to play nicely with him/her for a while?
