Pierce the surface of the wallpaper with a wallpaper-piercing tool available at your local home store. This will allow the water to seep behind the wallpaper and loosen the adhesive. Spray with water and let sit for about 5 minutes....Once the wallpaper is loosened, peel it away with a 3 1/2-inch-wide wall scraper with a flexible blade. Be careful not to damage the walls.

It takes time so be patient.

By all means get a "paper tiger" to score the old wallpaper before you try anything! Another less expensive alternative is to mix liquid clothes softner and water in a spray bottle. It smells better than the vinegar/water mixture. This is what I used to remove a whole houseful of 1970's wallpaper. Good luck!

I bought a wallpaper scorer and scrapper and used my garment steamer. With the kind of paper I had, I found I had to peel off the top layer and then use the scorer and steamer on the residue left behind. I’ve removed paper with plan water before and I found the steamer to be much easier.

Although, as a word of caution, the steam can damage paint on wood. My chair rail suffered some paint loss due to my inattention.

Hire a professional hangar. The money is worth the time saved and mess created. Actually I rank wallpaper removal as number 1 or 2 reason for husband-wife, fiance-fiancee fights and crying. It Can get nasty. Hire someone.!!

Use the piercing tool as suggested in another answer, but a cheap solution is using a vinigar and water mixture. You can probably use a 4 or 5 to 1 solution of water to vinigar. Mist it on or sponge it on and let it sit. Then you can peel it off. I have tried many solutions

Steam - real pain and can ruin the drywall
Just water - does not disolve the glue
Dif - Remover from Home depot - Expensive and doesnt work as good as the vinigar....

Give it a shot... Cheap and works!
