Immigrant is a PC term, it just sounds bad because we are used to hearing it when talking about ILLEGAL immigrants. An immigrant, by definition, is simply anyone from another country who is coming to live in this country.

Why are you looking to wrap the word up?.
If I emigrated to the States, I would be an Immigrant, not some dreamed up phrase.
You could of course refer to a ''Future National Domiciliary Life Settlement Applicant''.
If you did wrap it up in such a way; it would appear that you are apologizing for them.
Immigrants have pride, leave them with a proper word.

It is what it is. Immigrant is a perfectly acceptable word, meaning a person who has migrated. Our laws, government departments, everything else, uses the word immigrant and immigration. Its no more offensive than the word citizen.

Unless of course you mean legal immigration in which case they really are immigrants until the process is over then they are brother and sister Americans.

Immigrant is perfectly fine. It is a legitimate term to describe someone who has left their country for another and is possibly seeking citizenship in their new country.

Immigrants is a good word.
It is just that it has started to be USED to mean 'illegal immigrants'. However, in itself why would it be hokey?

We do plenty of work for non-profit organizations and while some continue to use the term "immigrant", we're seeing an increasing amount of them prefer "newcomer" for their standard literature.

Well, they are 'immigrants', which is not a derogatory term to most people.
Under the law, the are immigrants or aliens until they become citizens. US law is very much 'us' or 'them'.
