I kinda know the guy, hes my brothers best friends brother. He told me his work was having a concert and I should stop by. On Monday he stopped me in the hall and asked me why I didn't come? Was him asking me to stop by considered a date?

No. He was letting you know there was a concert. He probably told lots of people. If it was a date he would have had plans to take you, meet you or some kind of game plan.

He probably wants to get to know you and he thought that would be a good time. When you didn't show up it probably discouraged him and gave him the impression that you don't have any type of feelings for him.
If you like him you should try to reshecule a time to hang out.

not really. but he probaly doesnt think you like him. so he'll probaly stop trying to hangout with you.
