I live in an apartment building and on one side of the building are two sets of row houses. There is a family who lives in one of the row houses with 3 children. The parents do not watch the children when they go outside to play. The two older boys are both bullies and the oldest girl bosses everyone around because she is left to be a mother to the boys. It is difficult for me to let my 8 year old girl go outside to play (there is a large backyard to the building) because these boys are constantly bullying her. Efforts have been made by managment to make these children stay in their own yard, but because the mother does not enforce any rules the children do not listen. I want my daughter to be able to go outside and play without me having to be out there every minute. Is there anything I can do about these children?

The row houses and the apartment building belong to the same people.

This is a very touchy issue legally. This is the debate on how far and when the state may intervein with parenting. I would say maybe a talk with the parent. If that is not do-able, maybe try child services. Im not sure if this would do any good, unless there is obvious perentral issues or neglect. I would say, watch for anything illegal and report that, or move. Unfortunatly, living next to anoying people isnt illegal...

First of all I hope that I misunderstood that you want your 8 yr old daughter to go outside to play without your supervision. No 8 yr old child in this day and age should be outside without having an adult there who is keeping an eye on them with the horrible predators that are after children.

As far as the kids that are bullying your child that is more reason to always be there. Call DSS, the police, management and always be there to protect your child. Sooner or later these kids will get the message that your child is off limits!

The management would have to call the police and tell them that the children are trespassing on private property. I'm sure the management wouldn't want a lawsuit if one of the bullies got injured on their property. After the cops give the warning, they might get the message--if not, at least it will be on record that the kids were told to stay out of the yard.
