do not understand why i have no federal or state witheld im afraid that when i file taxes i will owe money. being that this is temp agency could that be the reason.

If you earn enough in the year you will owe taxes. If you don't work a full week or make much you may not make enough to have withholding tax. Ask the payroll department what is on your W-4 they may have misread it or miss typed the number into the software. Figure what your annual income tax will be and have it withheld this month so you don't have penalties.

Did they have you fill out a W-4 form when you started? They should have, and should be withholding federal and state income tax depending on what you put on the W-4. If you put exempt or a high number of allowances, then they wouldn't withhold anything. It has nothing to do with their being a temp agency. Have you asked them why they aren't deducting anything? If they are taking out FICA they obviously are treating you as an employee.

Depending on your filing status and your income for the year, you might or might not owe when you file.

First, check with the payroll dept and your W-4. Second, you can elect to not have FIT and SIT taken from your check. Third and the kicker is that it will depend on how much you make because of the standard and personal deductions on the 1040EZ, 1040, or 1040A income tax forms. www.irs.gov will have these deductions now for the 2007 tax forms. Try this site and compare your earnings to the addition of the two deductions. Re-file a corrected W-4 for calendar 2008 if this was the cause and you DID want FIT & SIT taken from your check.

i think you recommend can your Federal earnings tax refund be withheld? sure, DCSE will scouse borrow your refund. in addition they are going to scouse borrow your State earnings tax refund in case you reside in a State that has earnings tax. unhappy to declare, although that's genuine.

doesn't sound logical to me.
and i would have to say yes that you would have to pay those other taxes, depending on how much you made last (or this)
year. find out what's going on, ask someone from payroll.
