I am in Florida and my wife moved in from north east. After her car was shipped, we went for a long vacation and on our return, realized that her car registration has expired.

What is the procedure to register her vehicle in the state of Florida?

Call any car dealer and explain your problem. They will tell you who to call.They see this all the time.
In PA, this can be done through the AAA, or, there are notaries who provide auto plate services.
You will need the title. It takes a couple minutes, and their fee is reasonable, plus you pay the $$ of the tags.
Don't worry. you're not the first with this problem, and you won't be the last.
