Yes the cops can investigate if they smell it because at that point they have probable cause that a crime is being committed.
They can enter your residence to secure you and the evidence in plain view, they would need a search warrant to look further (under your bed in shoeboxes for instance) or they could get your consent to search.
In Calif. marijuana possession is only punishable by a fine.
If you have a doctor's prescription for weed you are all good and won't be charged.

In theory yes, if you want to be part of the problem you can snitch on you neighbor and probably end up getting otherwise law abiding citizens into serious trouble for a victimless crime. And don't tell me it's never right to break the law, look at the Boston Tea Party, it's down right patriotic to ignore unjust laws.

If the cops come and smell it from outside the door they can search the place for probable cause. The they will be fined and go to jail until court date. It is up to the landlord to evict them.

Sure they could. Best to have the kind of relationship with your neighbors that would prejudice them in your favor. I would hope that for such a minor thing, they would at least speak to you about it before flying off the handle and calling the cops. But some people only see black and white, so if you have neighbors that dislike you, don't smoke cannabis around 'em. Better safe than sorry.

When you call the police they will investigate.
If they smell the same odor they have probable cause to make contact and secure the inside of the residence or "freeze the scene" pending the signing of a search warrant or they can obtain a consent to search.
Whether you are pro or con on the issue of marijuana...it is still illegal and as such appropriate to notify law enforcement.
Those who tell you to mind your own business are the types of people who allow others to tread upon YOUR rights to a safe environment and community.
It's not always the dangers of the drug itself but the environment and lifestyles of those associated with the drugs that often brings danger to your community.
I've investigated too many cases where a simple marijuana buy turned into a major assault or homicide!
