When you click on their questions, it says, "Oops, you can't view this question at this time!" or something similar to that.

If you try to answer one of their questions, it'll say something like "You cannot view this question at this time", which is Yahoo-speak for "You've been blocked."

If you try to answer a question but then you see " You cannot view this question at this time" and so forth you cannot answer it.

You can't read their questions. You get a "You cannot view this question at this time."
Not that *I* would ever get blocked or anything. :P
