There are many breeds that don't shed:
poodles
schauzers
cockapoos
bichon frises
shih tzu
maltese
some terriers
I have owned or know of people that have the above mentioned dogs and none of them have shed... so yes there are dogs that do not shed.

I breed miniature schnauzers - they are hypo allergenic & do not shed. You do, however, have to have them groomed about every 2 months. They have awesome personalities & would talk if they could. You will have a blast with these little sweethearts. Easy to train and very loving. Definitely no dog smell but they are inside dogs & couldn't take being outdoors in the winter. Once I purchased one I had to have more & more so, watch out, they are addictive, lol.

Hairless dogs are the only ones that don't shed. If it has hair, it will shed. Some shed very little, and some shed like there's no tomorrow.
Poodles, schnauzers, yorkies, and short haired doxies are some breeds that don't shed too bad.

There is no such thing as a dog that does not shed. Some may shed less than others, but all dogs lose hair.
And I've had a Shih-Tzu (he passed last year at 15 years old), and he did shed. I also now have a 1 year old Boston Terrier and he sheds as well. Less than the Shih-Tzu... but he does shed.

I have 2 bichon-cavalier king charles mixes (cavachon) and I love them, they are sweet, smart, happy little balls of love, and they don't shed. Cavaliers do shed, but Bichons don't.
Anything mixed with a poodle or a bichon usually won't shed too much. Yorkies don't shed much, but they are very little and can be fragile sometimes.

Anyone who says there is no small dog that is shedless is uninformed.
My yorkie (my third) is shed free and allergy free. He never sheds and he sleeps on my PILLOW every night.
As far as a great dog, I recommend a yorkie. They are the most loving dog. They follow you, from room to room and chair to chair..then watch for you out the window when you are gone. Think every dog does this? No. Many poodle mixes I have had or known prefer to sleep in their own area. My dog Chewy is always right by me. This is part of the breed, not just my yorkie!
If you don't want him to run off, which is also part of the breed, make sure if he is to go outside you always carry him out the door then set him down. This teaches him to not run past you. My current yorkie never runs out because the only time he goes outside is in my arms or through his kennel door. My old yorks :::::::::::fast:::::::::::::: got right by me to chase everything.
If you don't want them to bark, discourage it when it starts, every time.

Well, my Shih Tzu does not shed, but you do need to keep his hair combed daily.

a Yorkshire terror would be great That is what I have and there is no shedding nor allergy problems
