You do not have enough information to get an accurate answer. What is the weight of the vehicle that left the skid mark? What kind of surface was the vehicle stopping on? Was it wet or dry? That type of tires are on the vehicle, are they inflated properly? Are they in good condition or bald?

To figure a speed from a skid mark, you need to take all these factors into consideration!

differen't cars brake differently depending on the size of the brakes on them so to figure it out you would have to know the weight of the car and the size of the brakes on it.
