It's not that new. Apparently all of Rashi's daughters (he had no sons) wore tzitzit, laid teffilin and wore yamulkes. There's no laws forbidding it, it's just women are not bound by the same commandments as men (especialy those pertaining to time).

It's more common nowadays because the Reform and progressive movements allow women rabbis.

Kippahs on women are only in reform Judaism and as far as talisman, that is from when the prophet Elijah fought with Lilith and forced her to speak her secret names so the names could than be used to ward her off.
