First of all, if you need to carry 16 passengers, you are looking at small buses, not vans. the largest regular van is a 15 passenger model!
If the vehicle can carry 16 more more passengers, the driver will need a commercial driver's license, with a passenger endorsement!
You might try putting a "wanted" ad on Craigslist in your area. When you post a question here it is seen all over the world, and if someone was willing to donate, they most likely would want to donate locally!

This would be a good question for your local newspaper... ignore the first answerer who is a JERK - they need that so people with no transportation can be picked up to attend church.
